November 15, 2005 – ITT today announced that Julie Zoller has been nominated as the U.S. candidate for the twelve-member Radio Regulations Board (RRB) within the International Telecommunication Union (ITU). If elected, Ms. Zoller -- a recognized expert on the international Radio Regulations -- will act as an independent custodian of an international trust contributing to the regulation of radio frequencies and satellite orbits for the benefit of all.

The ITU, headquartered in Geneva, Switzerland, is the oldest international organization within the United Nations. Made up of 189 Member States, approximately 620 Sector Members and more than 100 Associates, the ITU establishes the governing principles for operation of telecommunication networks and services and promotes the development of communications technology.

With the explosion of wireless technology in recent years, the ITU plays a vital role in ensuring the rational, efficient, and economical use of the radio frequency spectrum. The RRB is responsible for approving the rules for applying Radio Regulations, formulating recommendations on unresolved cases of harmful interference, considering appeals from Member States and advising World Radiocommunication Conferences (WRCs) and other major ITU conferences and assemblies.

“With experience in radio and satellite communications, Julie has the skills and understandings necessary to not only perform the duties of an RRB board member, but help governments around the world expand their communication capabilities,” said Ralph Meoni, president of ITT Advanced Engineering and Sciences. “Her expertise has been vital to the development of successful radio and satellite programs at U.S government agencies and would be a great asset to the RRB.”

During her career, Ms. Zoller has presented numerous studies pertaining to the fixed-satellite service at the Radiocommunication Study Group meetings at the ITU and has been a key member of the U.S. delegation at three World Radiocommunication Conferences. She is also the author of several U.S. proposals to World Radiocommunication Conferences involving sharing between the geostationary and non-geostationary systems in the fixed-satellite service.

Ms. Zoller is a sub-working group chair for WRC-07 regulatory matters for the Inter-American Telecommunications Commission (CITEL) and was a CITEL sub-working group chair and spokesperson for two inter-American proposals to WRC-03. CITEL is responsible for coordinating telecommunications matters within the Organization of American States and is the regional force for the Americas within the ITU. Furthermore, Ms. Zoller has served as a U.S. delegate and spokesperson at numerous international conferences and meetings and also advises the U.S. in matters concerning draft Rules of Procedure, satellite network cost recovery, and a variety of regulatory issues.

Ms. Zoller began her career as an electronics engineer for the U.S. Army Communication-Electronics Engineering Installation Agency where her initial assignment was as the lead engineer responsible for installation of large satellite earth stations at global locations. Her next assignment was as program manager for a major satellite communications spread spectrum MODEM procurement at the U.S. Army Satellite Communications Agency. In this capacity, she accepted delivery of modem hardware and participated in software validation.

In 1992 Ms. Zoller joined the Lawrence Livermore National Laboratory Fission Energy Systems Safety Program as Project Manager for technology assessment, engineering analysis, cost analysis, and public participation activities involving Department of Energy nuclear projects.

Ms. Zoller is currently managing a team of engineers at ITT’s Advanced Engineering and Sciences division in Reston, VA. In this role, Ms. Zoller is involved in satellite network coordination and a wide variety of technical, regulatory, and policy issues pertaining to radio spectrum management. She joined ITT in 1997.

Elections of the members of the Radio Regulations Board will be held at the ITU Plenipotentiary Conference in Antalya, Turkey in November 2006.
